PAKISTAN CULTURAL ASSOCIATION OF CAMBRIDGE
CONSTITUTION AND RULES

1. Name:

The name of the organization shall be Pakistan Cultural Association of Cambridge and surrounding vicinity; hereafter called ‘association’.

2. Aims and Objectives:

  • To safeguard, foster and promote the religious, cultural, social and economic interests of Pakistanis residing in Cambridge.
  • To undertake such activities, which may be in the best interest of Pakistanis residing in Cambridge.

3. Membership:

The membership of the association shall be open to every Pakistani residing in Cambridge on payment of prescribed subscription.

4. Management:

The association shall be managed by an Executive Committee consisting of Chairman, Secretary, Treasurer and four members. They shall be elected at the Annual General Meeting.

5. Powers of Executive Committee:

The Executive Committee will be empowered to appoint:

  • A sub committee for a specific purpose, to probe and investigate into and to receive its report. Members of the sub committee need not be from the members of the Executive Committee.
  • To fill a vacancy caused by death, resignation or transfer.
  • To co-opt any other member for a specific purpose.

6. Meetings:

Annual General Meeting should be held during 60 days from end of each year (31 st March) and a date and time approved by Executive Committee for which 40 days notice is given to members together with agenda.

  • Meetings of the Executive Committee shall normally be held every month or as deemed necessary. The date and venue to be decided mutually.
  • Special General Meeting shall be convened on receipt of fourteen days prior notice by the Secretary and signed by not less than ten members stating the reasons.

7. Quorum and Voting:

The quorum at the General Meeting shall be twenty-percent of the members who have paid their subscription up to date.

  • The quorum at the Executive Committee meeting shall be five.
  • The Executive Committee members, who do not attend three consecutive meetings of the Executive Committee without any valid reason, shall forfeit the Executive Committee membership. Notification of such absence should be given to the Executive Committee with valid reason.

8. Subscription:

The membership subscription shall be £1.00 per annum payable in advance.

9. Duties of Officers:

Chairman: He will preside over all the meetings and conduct the business according to the Agenda circulated. He will sign the minutes after having been read by the Secretary and confirmed by the members at the meeting. He will sign letters of importance where necessary.

Secretary: He shall be responsible for the safe custody of the records i.e., files containing correspondence and minute book. He shall attend to routine correspondence immediately, but matters of policy nature shall be placed for discussion and decision at the next Executive Committee meeting. He shall issue notice of meetings. He shall produce evidence of the action taken by him on the matters discussed at the Executive Committee meetings. In short he shall be the executive officer of the association.

Treasurer: He shall be solely responsible for the control of cash and accounts and his duties shall be: (a) Issue receipts for the amounts received. (b) Lodge money into the bank account without delay. (c) Make payments by cheques when necessary. (d) Make prompt entries in the cashbook, which should be balanced monthly and reconciled with the bank statement. (e) Maintain a register of members and to scrutinise periodically if they have paid their subscriptions regularly. (f) Prepare annual accounts for submission at the Annual General Meeting, duly examined by an independent person. (g) Finally he should sign all cheques, which should be countersigned by either the Secretary or the Chairman.

10. Bank-Account and Operation of:

Messrs Lloyds TSB, Mill Road branch shall be the bankers of the association. The cheques will be signed by the Treasurer and countersigned by either the Chairman or the Secretary.

11. Financial Year:

The financial year of the association shall be May to April each year.
